- Export Administration Regulations (EAR) and Office of Foreign Assets Controls and Embargos (OFAC) Controls on Non-U.S. Transactions Seminar, January 18 and 19.
Participants can attend both seminars for an in-depth education on export control regulations administered by the U.S. Departments of State, Commerce, and Treasury as they apply to non-U.S.-based companies who use or resell U.S.-origin products, components or technology, as well as non-U.S.-located affiliates, parents, and subsidiaries of U.S. companies.

Scott Gearity, is President of ECTI and brings 20 years of consulting, training, and corporate export compliance program management experience. He has substantial expertise in military, dual-use, and commercial export controls. Prior to joining ECTI, Gearity managed Microsoft’s export compliance program for Europe, the Middle East and Africa from its base in Ireland and he continues to advise many non-U.S. companies affected by U.S. export controls.
Timothy P. O’Toole, Esq., is a member of the law firm of Miller & Chevalier Chartered, in Washington D.C., and the co-leader of the export controls and sanctions group. O’Toole has been conducting and leading large-scale defense investigations for over 20 years. Although O’Toole has substantial experience in all areas of white-collar practice, his main focus is on defending enforcement actions and conducting investigations involving economic sanctions, export controls, and anti-money laundering laws.
